- The free-for-noncommercial-use Unzip utility handles zip, tar, gzip etc. formats. Available for many platforms including Win32 GUI and non-GUI
Bzip2 - free, high quality command-line compression program
Es95 by Dirk Paehl lets you identify archive formats by their content rather than by exension. Use from the command-line or right-click from windows explorer.

Stuffit Expander by Aladdin Systems allows you to decomress .ARJ files and Macintosh StuffIt (.HQX) files.

Ross Smith has a convenient ZIP file of CD command-line utilities compiled under Cygwin, including mkisofs, which allows you to create an ISO image with Rock Ridge extensions (mkiso -r -joliet -joliet-long -o outfile file1 file2...)

Manipulation 

- Resource Hacker by Angus Johnson lets you view, modify, add, delete and extract resources in 32bit Windows executables on Win95, Win98, WinME, WinNT, and Win2000.
- - IconSnatcher by CDI extracts icons from .exe- .dll- .icl- and files. Can be used as a sent-to exporer target.

- ResThief by Peter Stuer is a tiny utility that extracts icons, menus, sounds etc from .EXE files [f2.org copy (6 kbyte)]
- IconRipper [990 kbyte] by Marco extracts icons from .exe- .dll- and .ico- files. Handles 16-colour icons; can save icons as GIF / BMP ; groks ICO-to-GIF transparency
Binary Editor- HackMan from the HackMan Crew is a nifty, free binary editor. Patch those hardwired strings! NB - requires Administrator priveleges to install under windows NT.

File Comparison- WinDiff is a Microsoft utility that lets you compare individual files or directories for differences. Handy for checking revisions in text files.
RunWinDiff is a nicer front-end to WinDiff which lets you browse to select the files or directories to compare.
